Solution
The splash screen bitmap is controlled by line:
osgi.splashPath=platform\:/base/plugins/com.teamcenter.rac.aifrcp
in the %TC_ROOT%\portal\configuration\config.ini file.
You can update the splash.bmp file in
portal/plugins/com.teamcenter.rac.aifrcp_<version>.jar or update the
config.ini to point to your own .jar that that contains a splash.bmp file.
